APPOINTMENT DENOUNCED. SEAMEN'S UNION RESOLUTION. (By Telegraph.—Press Association.) DUNEDIN, Thursday. At a stop-work meeting of the Dunedin branch of the Seamen's Union a resolution was carried deploring the fact that the Government had appointed a permanent Secretary of Marine from outside the Marine Department. The resolution continues: "In its appointments to the post of Secretary since the death of Mr. (Jeorgo Allport, the Government has shown a complete lack of appreciation of what is required, and, as a result, tbe Department, from beinji one of the most efficient in the Government service, has degenerated into a nvst pi disorganisation and muddlement. We protest against the appointment of a person having little or no experience of maritime law. We demand that thorough qualifications for the post shall be the only consideration in a Government appointment.' .
