RUSSIA'S ARMY VOTE.
THIRD OF THE WHOLE EXPENDITURE. (P.ecelved 10.30 a.m.) LONDON, September 6. Advices via Riga from Moscow state that the Soviet Budget for 1922-23 estimates the Red army expenditure will totals 400,000,000 gold roubles, equivalent to 34 per cent of the whole Budget expenditure. —(A. and N.Z. Cable.)
