Judge Jones made these remarks at iJie Old Bailor in condemning tli.■ new police handcuffs. The police said that cog-wheels tightened the handcuffs if a prisoner struggled. Judge Jones said tlxat he understood it was an American invention. I n the present case it took more than an hour to unfasten the handcuffs. "Perhaps some people in America need torturing," he added.
