POSSIBLY AT 5 PER CENTTO BE RAISED IN BRITAIN. (From Our Special Correspondent.') WHANGAREI. FridayReferring to the Dominion's nest loan in the course of his speech hero to-night, Mr. Massey said that whatever moiiey we borrow in tbe future must be for productive purposes—-it must earn interest. Then we are justified in borrowing, but it must be at a lower rate. The next loan would be offered in a month or sis weeks. Possibly, it would be five per cent, with expenses, but not exceeding five and a-half. "I have had offers from American ''bankers during the last few weeks offering us all the money.'we want," he continued, "but when we it we will'go back whore we got it before. It is 'very good of them to offei it all the same. I Tiave aJso had offers from another country, the name of which I am "not prepared to divulge.". He was" asking each department to sbow hini balance sheets, which would be made public" and' laid on 'the table of "the House. "Take the public into your con-, fidence," he remarked, "and I do not think you can go far wrong."
