RUSSIANS AT GENOA.
INVIOLABILITY OF SOVIET. MOSCOW. March 30. The Russian Soviet Commissary for Foreign Affairs (M. Tchitcherin), in an interview, indicated that the Russian policy at the Genoa Conference would be insistence on the inviolability of the Soviet regime. He maintained that it would be possible for Russia to conclude deals by means of loans or concessions with foreign capital without abandoning the economic foundations of Sovietism.
He emphasised that agreements with other Governments must be expressed in a form completely recognising the Soviet Government de jure.—(Reuter.)
