A GENERAL , AMNESTY. (Received 10 n.m.) LONDON, May 31. The Government has proclaimed a general amnesty for political offenders in Mesoptomaia, both to those concerned in the 1920 rising and prior to that date, with the exception of nineteen persons implicated in tho murder of officers and officials who are at present fugitives from justice.— (A. and N.Z.
