THE WELFARE OF SAMOA.

NEW HEALTH REGULATION'S. An elaborate staff of experts is to be comprised in the new Department of Health in Western Samoa, according to the regulations published in an Order-in-Council dated February 16. It provides for a division of clinical medicine and hospitals and a division of public hygiene, together with such other divisions, if any. as the Administrator may iippoint. Included in the Department of Health are to be a chief medical officer, who *h;i!l be a qualified medicp.l practi--I'ioiier and who shall be director of the division of clinical medicine and* of hospitals: the medical officer of health, with special qualifications in sanitary science: a pathologist, and a resident medical officer, who must have special experience in medicine nnd surgery, and who shall tiikc charge of the public hospital at Apia. It provides, further, for such a number of medical practitioners and nurses as may from time to time be required, mid for inspectors of health, under a similar regime. Further officers arc to he a secretary of the Samoan Department of Health, an officer to be called the hospital steward, native sanitary inspectors as required, and sucli officers as may from time to time be found necessary.

The Hoard of Health Is to consist of the Administrator cf Samoa, who shall b< , chairman of tlie Board, Hip cliipf medical officer, the medical officer of health, and the engineer in charge of public works. Its special function i* to be thn holding of inquiries a> may h« necessary for the conservation of public health and to advise tlie Administration on all matters relating to the preservation, limitation and suppression of diseases.
