JAPAN READY TO ACT. COMBATING BOLSHEVISM. NEW YORK, December 31. The United Press of America states that Baron Hayashi, the new Japanese Ambassador to Britain, in an interview, expressed bis belief that Japan was ready to enter into an international conference for the limitation of naval armaments. Japan, lie said, was not exceeding her naval programme, as already announced, which was needed to combat Bolshevism. He declared that the talk in the United States about a big navywas very annoying to Japan. It would be foolish and tragic for Britain, the United States, and Japan to compete in an armaments race.
