NAVY INCREASES. TRUTH FOR AMERICA. VANCOUVER, December 16. A message from New York states that Judge Gary, chairman of the Steel Trust, apparently does not believe in the United States' big navy policy. In a speech at New York he said: — ''Aren't we the. chief offenders among nations, if increasing the navy is an offence! 1 wish to warn you against the malicious trouble-makers, both in this country and in Japan. Many of the insinuations made against the Japanese through the United States are unfounded."
