TRADE RESTRICTIONS. (Received 1.15 p.m.) LONDON, February 15. The "Sunday Express" Berlin corres pondent reports that the German Government, in the hope of checking the disastrous decline in exchange, has de decided on a wholesale prohibition of im portations from foreign countries excepl raw materials and certain licensed goods It is intended rigidly to exclude luxuries ("Times.")
