TREATY RESERVATIONS.

MODIFIED PROPOSALS. A PARTIAL AGREEMENT. (Received 12.35 p.m.) WASHINGTON, February 11. Jlodified treaty reservations were presented to the Senate -to-day. Senator Lodge pointed out that the agreement , with the Democrats reached only four clause*. The preamble had been changed in order that affirmative acceptance by other PoweTS should not be necessary.

Senator Lodge agreed to modify the Dominions' vote clause on the basis of the United States refusing to be bound by any decision of the League in which the overseas Dominions also voted.— (A. and X.Z. Cable.)
