KAISERISM TO RETURN.

NEW YORK, January 22. The Berlin correspondent of the New York "World" has interviewed General yon Bernhardi, the author of the book on Germany's aims, which caused so much comment in foreign countries when the war started. He says that Kaiserism will ultimately return to favour in Germany. The Crown Prince had a chance of becoming Emperor, but the ex-Kaiser could never return. Public opinion, said the general, had already become more conservative in Germany. The attitude of the army might have something to say in regard to future conditions in Germany.
"It is sure," he remarked, "that we are heading towards an important change. An endeavour is being made by many parties to replace the Protestant Kaiser with a Catholic monarchy, hoping thus to annihilate the influence of Russin. The" outcome of this will be a parliamentary monarchy such as they poßsess in England and Italy. I regret this, because I do not believe that a parliamentary monarchy is to the best advantage of the Fatherland." —(A. and N.Z. Cable.)
