It is expected that a complete Congressional investigation will be held into the working of the Navy Department as a result of the charges Against it made by Admiral W. S. Sims. The latter cited 11 specific instances of alleged incompetence. He alleged that he was not provided with an adequate staff in London, that he did not receive the naval unithe desired, and that the ships he required were greatly delayed.—(A and N-Z.)
