The Railway Committee sent down a special minute on the proposal, and the resolution that accompanied it was adopted. The resolution was:—"That this committee has carefully considered the proposals outlined by the Canterbury Chamber of Commerce for altering the. method of control in the construction and management ot our railways, and is of opinion that the scheme is impracticable; and even if it were possible to get it adopted conditions would not materially be improved. It is -questionable whether the proposed devolution of responsibility for the expen--1 diture of public moneys on railways i would be in the best interests of the j community in generak*'
