NEW BILL IN COUNCIL. to •"Star.") WELLINGTON, Tuesday. In the Legislative Council to-day Sir Francis Bell gav c notice of his intention to introduce the Women's Parliamentary Rights Hill No. 2, which contains tlie following clause: "A woman shall not be disqualified by sex or marriage from being appointed as a member of the Legislative Council or from sitting or voting as a member thereof."' Tbe first hill, which had its origin in the House ot Representatives, contained a similar clause, but the Council deleted it on tho ground that the Lower House had no right to initiate legislation altering the constitution of the Council. The House gave way upon the question of privilege, and an effort will now be made to deal with the question on its merits. ____________ I
