DEMAND IN AMERICA. OFFER FROM JAPAN. WASHINGTON, August 24. The Foreign Relations Committee of the United States Senate has adopted a 'resolution favouring the amending of the j peace treaty to provide for the return of ! Shantung to China immediately. A "bitter struggle is exptvted to develop lon t*|e tloor of the House of RcprosontaI tives in regard to Shantung, The Republicans expect to carry the amendment of the Foreign Relations Committee. The Peking corrr-sjxindent of the "New I York Times" states that it is rrportf-d [ that the Japanese Minister appeared at ! the Chinese Foreign Office and announced j that Ja|>an offered to return K.-iiatt-l liau to China within two years. In return Japan would expect compensation elsewhere. The corespondent adds that this means that Japan wants privileges in Manchuria or Mongolia.—-(A. and N.Z.) PRESIDENT "WILSON'S DILEMMA. WASHINGTON, August 21. Professor E. T. Williams, technical adviser to the American Peace Delegation, giving evidene- before the Senate Committee, detailed au interview with Presi dent Wilson on the subject of Shantung, wherein President Wilson admitted that the Anglo-Japanese Agr.-cment had made a settlement such as China desired imj possible. Professor Williams urged resI toration of Shantung to China at accost, as China had entered the war upon American advice. His personal opinion was that giving way to Japan meant a loss of prestige for the United States.
