The refusal of the Allied Council to t acknowledge the Archduke Joseph was; based on the fact that his Government j has been established by a small group of supporters of the Habsburg family and not by the people's wilL Satisfaction is expressed in Republican circles in Germany with the announcement that the Archduke Joseph has i voluntarily resigned owing to the refusal of the Entente Powers to recognise his Government. A Coalition Ministry has been formed, including Socialists. Mr. H. C. Hoover, the American Food Administrator, who has recently returned from Eastern Europe, urged the ; Peace Conference to compel the Archduke i Joseph to resign, declaring that his coup d'etat had given a great stimulus to Bolshevism. The conference accepted Mr. j Hoovers advice, and rk-afted -v telegram to the Inter-allied Mission in Hungary instructing it accordingly, but decided toi defer the dispatch of the telegram for i 24 hours. Mr. Hoover also censured Rumania's I attitude. He declared that her profes-1 sions of readiness to comply with the! Supreme Council's demands were insin-! cere. She persisted in removing food and instigated Archduke Joseph's accession j to office. Mr. Hoover suggested that the | Council should place guards on the Hun-1 garian frontier to prevent the removal of food from Hungary. The Council is averse to undertaking such a drastic measure, but may acquiesce. The Hungarian Cabinet discussed the proposed Electoral Bill, whicti is based on universal suffrage, including women.
