AUSTRIA'S SUBJECT RACES.
PI.ANS FOR IJBERATION. (Received 9.35 a.m.) WASHINGTON, September 23. Czeeho-Slovaks, Jugoslavs, and Poles, meeting in conference here, agreed on behalf of oppressed nations of AustriaHungary, to submit to President Wilson a plan whereby a new central body will be formed for thu protection of the interests of these nationalities against the furtherance of German aims, the immediate object lji'ing to suppress German propaganda in the United States aiming at the creation of a split amongst the Poles.—(A. and X.Z.
