FRANCO-GERKAK EXCHANGES. LONDON, May 27. i The Genova Re«! Cross Society has i published the principles governing the Franco-German convention for the exchange of prisoners. ]n addition to tho ! I'xehange as already disclosed, the coni vention abolishes the category of civilian i prisoners. Civilians henceforth may have the choice of returning home or of residing at a fixed address. Deportations are to be abolished. The inhabitants of occupied territory may be forced to work, but only near their homes. — (A. and X.Z. Cable.)
