ORGANISING DEFEAT.
GERMAN AGENTS IN FRANCE. INSURRECTIONS DURING THE OFFENSIVE. (Received 8.45 a.m.) PARIS, February 21. The newspaper "Figaro" states that an extensive "defeatist" organisation has been discovered in St. Etienne. A German wine seller, whose customers are largely soldiers, has been arrested, also his Spanish wife. The documents seized included a pass to the war zones. The "Figaro" adds that the avowed object of the organisation was to cause insurrections in France during the approaching German offensive. The wine merchant apparently had relations with other agents in different regions. His pass was an unconditional safe conduct for a hawker and his vehicle in any war zone. The documents showed that he would have received a large sum if he had succeeded in a certain dangerj oils enterprise. The officials are now j deciphering numerous cipher messages.— | (A. and N.Z.
