RETURNING THE COLONIES,

FRENCH LABOUR PROPOSAL. (Received 8.45 a.m.)' PARIS, February 21. The Government is not obstructing the delegates chosen to represent France at the inter-Allied Labour Conference in London. The delegates have received a mandate to favour returning the occupied colonies to their pre-war owners, and also favouring the economic open door. The General Confederation of Labour demands a referendum on the question of Alsace-Lorraine under a guarantee from an international commission. (A and N.Z. Cable.)
