FLUTTERING AGAIN. AMSTERDAM, December 18. Political circles in Berlin aro excited over a report that Germany is about to state her peace aims. It is understood that Germany will chiefly declare her political disinterestedness tn Belgium, and will give ample damages in exchange for the return of Germany's colonies. The question of Alsace and Lorraine is not mentioned. It is believed that Germany will inform Britain, France, Italy, and the United States of her aims through neutral diplomats, under a pledge of secrecy.— (A. and N-Z. Cable.)
