A JAPANESE SUGGESTION.
(Received 12.45 p.m.) NEW YORK, July 2. The United Press Association's Tokyo correspondent states that M. Mochiselki, a member of the Opposition, suggested in the. Diet that Japan should negotiate with the United States for the exchange of the Philippines for the South Sea Islands seized from Germany. He believed this would remove the cause of JapaneseAmerica:! friction. M. Motoni said there was no cause to fear for American-Japanese relations, which had markedly imp-oved.— (United Tress.)
