(Received 12.45 p.m.) NEW YORK, July 2. The United Press Association's Tokyo correspondent states that M. Mochiselki, a member of the Opposition, suggested in the. Diet that Japan should negotiate with the United States for the exchange of the Philippines for the South Sea Islands seized from Germany.
