TERSONATION OF WAR. LONDON, July 2. French ami British publicists, including all reviews and newspapers, have abandoned hope of peace in 1917. Some hold that the Russian inactivity has alone prevented a complete breakdown of German militarism in 1917. Others think that America's full military strength will be required to win. All Europe is preparing for another very severe winter campaign, entailing a serious food and fuel crisis. France is mobilising males between the ages of 16 and Gl. German publicists are reconciled to the prospect of another winter campaign. They expect that political and internal troubles will blunt America's sword, which they regard as of little use before the summer of 191S. — (United Service.)
