GERMANY'S DEMOBILISED FLEET.
HOLLWEG ADMITS OFFENSIVE WOULD BE "HEROIC MADNESS." SUBMARINE BARRIER TO HEM BRITAIN. AMSTERDAM, January 22. The inactivity of the fleet is exciting bitterness in Germany. Yon Beth-mann-Hollweg has published an apologetic pamphlet stating a naval offensive against the British Fleet would be heroic madness. Germany's naval task, he says, consists of harassing the British Fleet and keeping it alert, and making submarine warfare possible, and safeguarding commerce between Germany and Scandinavia. [Reuter't Telegrams.] NEW YORK, January 22. According to the "New York Tribune"' Germany, will notify neutrals that she intends to establish on February 1 a deep sea barrier with submarines to hem in Britain. It is reported that Germany has 30 submarines of a special type built, also two new commercial submarines, which will sail for Connecticut on January 24.
