A message from Rio de Janeiro states that the newspapers point out that Germany owes Brazil £4.800,000 for coffee, and suggest that in order to relieve the congestion due to the lack of shipping, the Government should negotiate for the chartering of the German merchantmen lying interned in Brazilian harbours. The newspapers suggest that the Government Should threaten to take the most rigorous measures if Germany refuses to agree to the proposal.
