Sir,—l tliiak it ia about time that the bathers of Cheltenham Beach formed themselves into a body with power to pass by-laws something after the style of the B.C. —(Vory much 8.C., exact date not computed). The .body being formed, I should suggest that the first by-law brought into force should be something after this sort of thing: — (1) No Borough Council shall erect or cause to be erected any temporary tin erections on Cheltenham Beach for the use of bathers to disrobe in, or shall cause or allow such erections to be kept in a filthy, disgusting or inconvenient state; (2) No B.C. shall allow such temporary tin erections to remain temporary for more than a thousand years. •Penalty for breach of No. 1, imprisonment for life in such erection without the option of ever having it cleaned up; for No. 2, eudden and violent death at the end of the term. There is no by-law that I know o f that prohibits a man from ■providing his own dressing shed, so I intend to take a kerosene tin down to use for that .purpose, so that I can have a little more room than I had the other Sunday to diprobe in the temporary tin erectione.--I am, etc., ■ ; .
