LONDON, February 4.' Lord Rosebery, in a letter to the "Times," advocates reprisals for the Zeppelin raids. We have too long displayed passive and excessive patience, and must bring directly to the hearth and homes of Germany deeds which they ? M H*rr l The bipod of the sufferers will rest on their Government, apt ours.
