MUNITION MAKING
STFLL BEHINDHAND. PREMIER'S ANNOUNCEMENT. LABOUR TO BE DILUTED. LONDON, January 23. The outstanding incident at to-day's sitting of the House of Commons was Mr Asqulth's highly important announcement that, despite the arrangement made with trade union representatives, the progress of muntions work is far behind national requirement*. The newspapers state that the Prime Minister sprang a surprise on the House by his grave words. Mr. Asquith said the Government was convinced that dilution of skilled labour was the only way of securing a sufficiency of munitions to enable a epecdy and successful conclusion of the war. He regretted that progress hitherto had been lamentably short of national requirements. The Government propose! to apply the Munitions Act to dilute labour immediately in accordance with the agreement arrived at with representatives of the masters and men.
