Mr Asquith, speaking in the House of Commons, said the Government was convinced that dilution of skilled labour was the only way of securing a sufficiency of munitions to enable a speedy and successful conclusion of . the war. He regretted: that progress hitherto had been lamentably short- of national requirements. The Government proposed to apply the Munitions Act to dilute labour ' immediately in accordance with the agreement "arrived at with representatives of the masters and men.
