REASONS FOB DE:LAY. (Received 8.20 rum.) WASHINGTON, January 19. It is stated that the British Government's delay in putting the new blockade plane iuto effect is attributed to ■ the reluctance of France, and poseibly of Italy, to accept tnc British view of the rights of belligerent-*, it is rumoured that France objects to the alleged right to blockade neutral ports. Probably the arrangement 6hould be that Britain should enforce the blockade in the North Sea. and France and Italy in the Mediterranean.
