BRITAIN CERTAIN TO WIN. INEXHAUSTIBLE FINANCES. 3 (Received 1.30 p.m.) LONDON, November 21. Mr. Leopold do Rothschild, interviewed on the occasion of his birthday, remarked that the war meant a tremendous strain. In the West J.he Allies had a gigantic task, but there was no reason J to be pessimistic. "Everything would I , come right. Beaconsficld once said: "If | ever Britain is dragged into a great war, ( she is certain to win, as her finances are ( inexhaustible." That opinion may be i viewed as still being true, said Mr. Rothschild. \
