Arrangements for the A uk1o ( -French loan' of £100,000,000 sterling are practically completed. The loan will not be used to pay for munitions, as it is expeetqd that theee will bt provided for by gold pnrmenta nnd in ordinary exchanges of trade. Considerable difTfrcnoea occurred with the American financiers over this point, as pro-Herman influences fought against a loan covering payments for munitions. The Commission pointed out that the question need hardly be discussed, aa gold payments still continued, together with ordinary methods of exchanging goodg. This was sufficient to provide for strictly munition payments. •
