(To the Eilitor.) Sir,—l wals rather surprised to read, in a recent issue of your pxperr, of the Devonport Borough Council's proposed by-laws respecting ibathTng. The second clause of the by-laws, which provides for separating the sexes on the beach, is a step in the right direction, as any respectable person will admit. But the third clause overrides this, and' makes it an offence to remain on the beach, in bathing attire, longer than is necessary to proceed from the bathing orr dressing sihod to the water and vice versa. Of course, this is an attempt by that august and progressive body to encourage bathing 1 , and they must bo complimented «n their laudable effort, for they havo quite surpassed themselves.
