BATHING AT DEVONPORT.
(To the Eilitor.) Sir,—l wals rather surprised to read, in a recent issue of your pxperr, of the Devonport Borough Council's proposed by-laws respecting ibathTng. The second clause of the by-laws, which provides for separating the sexes on the beach, is a step in the right direction, as any respectable person will admit. But the third clause overrides this, and' makes it an offence to remain on the beach, in bathing attire, longer than is necessary to proceed from the bathing orr dressing sihod to the water and vice versa. Of course, this is an attempt by that august and progressive body to encourage bathing 1 , and they must bo complimented «n their laudable effort, for they havo quite surpassed themselves. A aim bath fa, perhaps, the beet part of a day's outing on the beach, and it is healthy and hardening, and if. sun-bath-ing was legolntod properly there would be no-trouble. This attempt on tin part of the Council to .restrict in- an axbtttxry mxrmci thn rose of the beach, is all #he more d-intauteful when «na considers {he inadequate dressing shed accommodation provided. The "temporary dressing sheds," whlcih, I bellsve, «ra more than a day old, aire a lasting disgrace, and do not in any way enhance the anpear«mcc of tire bestfoes, Cheltenham especially.
