NEW TREATY DISCUSSED. A MORTIFYING UW. NEGOTIATIONS DISOONTINtTED. [ WASHINGTON", June 20. The diplomatic correspondence between the United States and Japan over the California Anti-alien Law has been published simultaneously in Washington and Tokyo by agreement between the Governments. It litis disclosed that a new treaty was discussed ;:s a means of giving effect to Japan's protest, against what the correspondence characterised as an essentia!}- unfair and insidiously discriminatory sentiment inconsistent with good neighbourhood. It was inconsistent with the treaty in force to allow an abridgment of vested rights, while the provision of the Oiliforuian law was mortifying to the Government and people of Japan. As laic as -June ID the Japanese Ambassador left with Mr \V. .1. Bryan instructions from Tokyo for a projected treaty. \s this would tend to create new difficulties, the Government was disinclined to continue tho negotiations.
