It was inconsistent with the treaty in force to allow an abridgment of vested rights, while the provision of the Oiliforuian law was mortifying to the Government and people of Japan. As laic as -June ID the Japanese Ambassador left with Mr \V. .1. Bryan instructions from Tokyo for a projected treaty. \s this would tend to create new difficulties, the Government was disinclined to continue tho negotiations.
