GERMAN LINES WITHDRAW. A RATE-CUTTING WAR BERLIN.. December 19. The Hamburg-Amerika Line has decided on a sweeping reduction in its rates without waiting for the. meeting of the North Atlantic Conference on January 21. The other companies, headed by the Norddetrtscher-Lloyd, have decided on similar reductions. Disastrous rate-cutting is regarded as certain when the pooling arrangement ceases on December 21. Tne quarrel is connected with the Ham-burg-Amerika line desiring the larger share of the steerage traffic, which the Norddeutscher-Lloyd has refused.

A novel bill was introduced by Repre sentative Church, a Democrat, represent ing California.
He explained that the measure provided for the punishment of anyone circulating false statements regarding financial conditions or business interests throughout the United States likely to create a financial panic or monetary stringency.
