A report on migration from the rural districts of England and Wales has been prepared by the Board of Agriculture at the reqnest of the Dominions Royal Commission. This states that agriculture is not an expanding industry. Farmed land is steadily declining. The low wages are not so much the cause of the discontent as the lack of opportunity. The normal movement to the towns has been largejy supplemented by emigration overseas. Freer life, "easier facilities to become landowners, and wider scope for energy and enterprise appear to be the chief inducements for this.
