UNIQUE BAITS.

TO THE TERRITORIAL. LONDON, February 24. Many university authorities welcome the suggestion of the 63 members of the Senate of the University of Cambridge, who propoiir co-operation with the Oxford University in making the conferring, of degrees dependent upon attaining efficiency in the territorials or officers' training corps. Others object to the decrees being made dependent upon military training. Some suggest that certain privileges should be conferred upon those who are undergoing training. The "Daily News" says that if the universities aro authorised by the State to declare that no man shall have knowledge unless lie become a soldier, it would be equal to blackmail and treason to science.
