EACE WAR FEARED IK CUBA. HAVANA. June 10. The negro problem is becoming more md more acute. Numerous skirmishes between the whites and the blacks have occurred in the suburban districts, but none of the fighting was serious. Here in Havana the people are in a State of ferment, and there is a widespread feeling that bloodshed will ensue if the negroes attempt to hold a parade to-morrow. The authorities have strictly forbidden the demonstration, but are preparing for all emergencies. The Government declares that the situation is well in band. Thousands pf people were parading the streets of the city to-day, shouting I ■'Down with the negroes!'' President Gomez has issued a prodamation urging mutual moderation and threatening all disturbers of the peace with severe chastisement. j
