FEDERATION LEVY.
the legal -posttion. ißy Telegraph.—Press Association.) WELLINGTON, Thursday. Mr. J. Glover, secretary of the Sew Zealand Federation, of Labour, recehted a legal opinion from Mr. P. J. O'Regan, attorned to the federation, to-day. The attorney states .that the legal opinion is quite plain. A strike is unlawful only when the strikers are bound, by a:n award or an industrial agreement; "that is to say, when they are members of an industrial union, and consequnet-ly under the jurisdiction 01 "the Court of Arbitration. The W-aihi miners are not. under the jurisdiction of the Court of Arbitration, and hence their strike is not in unla'trtul strike. Consequently, it is not an offence for a union, whether bound by an awa.rd of the Conrfc or not, to donate funds for the relief of the men on strike.
