President Taft is quarrelling -with Congress. The Senate abolished the Commerce Court, Taffc's pet scheme, and held over the Army Appropriation Bill. President Taft holds that such action of Congress unconstitutional, and will probably veto the Army Appropriation Bill, which contains the clause abolishing the Commerce Cour;fc. If the bill be vetoed the pay of all officers and men in the United States army will be withheld indefinitely.
