EXEMPTING ULSTER
PROM THE HOME RULE BILL. MOVED BY A -TT-TII-^T,. LONDON. June 12. The committee stage of the debate on the Home Rule Bill was opened in the House of Commons last night. Mr. G. J. Sandys (Unionist)- moved an amendment directing the committee to divide the bill into two parts, one dealing with the Irish Parliament and i the other with the constitutional alteraI tions in the Imperial Parliament. This was negatived. Mr. T. C. B- Agar-Robartes (Liberal) ; moved the exclusion of the Counties of Antrim, Down, Armagh, and Londonderry from the operation of the bill. The Prime Minister (Mr. Asquith) said that any practical suggestions ren-. dering the proposed safeguards effective would be welcomed, but he was unable to split Ireland into parts. Mr. A. J. Balfour (ex-Leader of tbe | Unionist party) said that Ulster had no quarrel with the English Parliament, and had no belief in its unfitness to deal with Irish affairs. If the English Parliament failed Ireland would also fail with Home Puile. The Irish Parliament would not be any more successful with Ulster. The debate was adjourned.
