Admiral Lord Charles Berosford, in letter to the '-Times." says thnt 'Mr Churchill would have been wiser if he had mapped out a policy for the defence of the Empire, calling in the help of the Dominions, without reference to any power. He compliments Mr Churchill CTi the now war organisation of the Home fleets, nnd states our low margin in the fighting line, compared with Germanj and Austria in 1915, involves risk of reverse.
