HANGING IN THE BALANCE.
THE ARBITRATION TREATIES. A SENATE AMENDMENT. WASHINGTON, August 13. The Senate, disregarding the telegraphed protest of President Taft, has amended the Arbitration Treaties by eliminating the provision conferring special powers on the joint high commission. Old World dominance is feared by the Senators. Reference wag made during the debate to the book on "The American Commonwealth," which was published in 1888 by Mr. James Bryce, the present British Ambassador at Washington, and in which the Senate was charged with political bias in treaty making.
