1910, has resigned. } Sir Philip Watts, -who is 61 years of age, was educated at the College of Naval Architecture, and wa? a axnstractor at the Admiralty till 1895, whan he became naval architect and di ructor of the war-ship-building Departmtsit of Armstrong, Whitworth, and Co., rwrigning that appointment to take up tlhe Chi«;f Directorship for the Admiralty ben years ago. He has thus been the respcoisAble desig.aer of the British Navy dnring' tfye Dreadnought era, which, according to the "Pall Mall . Gazette," is now about to close.
