MAIN LINES OF POLICY. PARIS, June 28. The altered portfolios in the reconstructed Ministay are as follow:— Premier and Minister for Public Worship, M. Caillaux. Minister for Interior, M. Cruppi. Minister for Justice/ M. Deselves. Minister for Foreign Affairs, M. Delcasse. Minister for Finance, M. Klotz. The Cabinet intends to pass the Budget rapidly, and to ask Parliament to adopt anew system of protection with respect to the champagne vintage on a regional basis, which will replace the present system of delimitation. It is-also proposed to submit a compromise on the question of electoral reform, and to endeavour to secure the reinstatement of the dismissed railwayman....
