SPECIAL SESSION OPENED. AN AMBITIOUS PROGRAMME. (Received 1.45 p.m.) WASHINGTON, April 4. The special session of Congress to deal with the Canadian Reciprocity Bill was opened thi3 morning under the presidency of M. Champ. Clark, the Democrat Speaker, who has succeeded Mr. Joseph Cannon. - The Reciprocity Bill wag introduced, and an ambitious programme was outlined. '
