LONDON, March 4. i *X" m J! eU (Chief for Ire- )^ addressin e o> 6 Oxford Union Society, said whether or not after Home Kule was granted the Irish people would still have representatives at Westmineter was a conundrum easily answered if Home Rule for Ireland was frankly regarded as the precursor of Home Bnle for Scotland, Wales, and England It was, said Mr. Birrell, the crux of Home Rule that they should be able to make financial proposals enabling the Irish to support the new system of Government. With some measure of success the Government had been engaged in an actuarial inquiry, with a view to placing the financial question on a rational basis. He thought this quite practicable, although it was not possible to make financial proposals which would not be open to the charge of being impossible or absurd.
The coming Home Rule Bill, added Mr. Birrell, would possibly resemble the bill of 1893, subject to alterations and modifications which the interval had suggested as wise.
