AMERICA WOULD ASSIST. HAVAX COMMANDER'S VIEW. (Received 8.5 a.m.) LONDON, December 4. Eit,ht hundred American sailors were entertained at the Guildhall. Replying to tho Lord Mayor's welcome, Commander Ames said personally he believed .if the British Empire were seriously menaced by an external enemy the British people might count upon every man, every dollar and every drop of blood from their kindred across the sea.
