ENDING THE TROUBLE. tTLTIMATtTM TO REBELS. (Received 8.15 ajn.) NEW YORK, December 4. Troops have been dispatched from Chihuahua to subdue the insurgents refuging in the mountains. The pea«e envoys are believed to be carrrino * n ultimatum instead of an olive branch. It has just been disclosed that the Government troops were defeated on Tuesday last (it San Andres, where the revolutionists, holding the village, drove off the Government forces. : The United States refuses a haven to •JTancisco Madcro, the Mexican revolutionary leader. President Diaz has appointed a Peace Commission to approach the rebels at gan Isidro. The Mexican Commissioners have been dispatched in a special train bearing a white flag.
